The expansion of transgender rights has been a political flashpoint before in Massachusetts politics — think of the debate over the transgender public-accommodations bill, which became law in 2016 and now faces a possible repeal. But, so far, a push to give people who don’t identify as either male or female a third option on drivers’ licenses and other state IDs seems to have flown below the radar.
