Known as the “Millionaire’s Tax,” the increase would be on top of the current 5% flat tax rate. As the first step in a lengthy process, Mass. Lawmakers held a constitutional convention to pass an amendment allowing a graduated income tax in the Commonwealth. However, a few western Mass Democrats broke ranks with their party and voted against the amendment. State Rep. John Veils is one of those that opposed the measure, and he joined Carolee McGrath to explain why.
